A Phased Approach to Bringing Vision 2030 to Life
With the Reimagine Rdale: Vision 2030 Team’s recommendations now finalized, Robbinsdale Area Schools (Rdale) is entering the next stage of this important work—reviewing, studying, and planning for how the district may move forward.
The School Board will carefully review the Vision 2030 Team’s report and determine how best to proceed. As part of that process, the Board has requested that district administration develop a phased framework and draft timeline for consideration. This approach allows for thoughtful, transparent, and community-informed decision-making as the district explores ways to right-size facilities, strengthen programming, and modernize schools. Each phase will build upon the last, providing a clear roadmap for how the district and School Board can evaluate, refine, and, when ready, implement decisions aligned with the long-term vision for student success.
The phases outlined below represent draft and/or tentative recommendations that will continue to evolve as more information becomes available. All of the timeline information is based on the phases laid out in administrative plan presentation to the board on Sept. 23. Phase I: Setting the Foundation (September 2025 – August 2026)
Phase I will establish the foundation for both financial stabilization and the initial steps toward implementing Vision 2030. This phase will unfold in two parts, each building upon the other to ensure both immediate and long-term success.
Part 1: Financial Stabilization and Facility Consolidation (through Jan. 31, 2026)
Between October 2025 and January 2026, the district will focus on developing and approving the Statutory Operating Debt (SOD) plan, which must be adopted by the School Board by Jan. 31, 2026. As part of this work, the district will begin reducing its overall footprint through initial school closures, consolidations, or reconfigurations. These decisions will be guided by three core lenses—desirability, feasibility, and sustainability—and made independently of whether additional funding becomes available through a future referendum. This phase is essential to aligning district facilities and operations with current enrollment and financial realities.
Part 2: Long-Term Planning and System Design (after Jan. 31, 2026)
Following the approval of the SOD plan, the district will turn its attention to detailed, long-term planning. This includes refining building configurations, identifying potential bond work, and determining necessary boundary adjustments and operational shifts to create a more sustainable system. While facility changes may affect some school sites, elementary magnet programming will remain intact for the 2026-27 school year.

Together, these steps will provide the groundwork for all future phases, ensuring the district is financially stable, operationally sound, and prepared to deliver on the community’s vision for the future of Rdale.
Phase II: Refinement and Early Implementation (January 2026 – August 2027)
In Phase II, the district will transition from planning to early implementation. Initial reconfigurations will begin to take effect as the School Board and district administration continue refining long-term facility and programming plans.
By late 2026, decisions about long-term building configurations and bonding needs are expected to be finalized. Any work that extends beyond this point--including large-scale construction, major renovations, or full implementation of long-term configurations--will depend on the successful passage of a community-approved bond referendum.
During this period, the district will also engage in deeper planning around programmatic, operational, and boundary adjustments, while preparing for the potential launch of the first facility improvement projects supported through bond funding.
Phase III: Transition and Facility Preparation (March 2027 – August 2028)
Phase III focuses on preparing schools and programs for broader transitions. The district will continue implementing additional reconfigurations that do not require major construction, while facility improvement projects begin taking shape.
During this time, detailed planning for new and enhanced programs will continue, ensuring that schools and staff are ready for upcoming changes. The scope and pace of this work will depend on the passage of a community-approved bond referendum, which would provide the funding needed to move forward with major construction and modernization efforts. Facility transitions will be carefully staged to minimize disruption and support a smooth, coordinated implementation across the district.
Phase IV: Facility Improvements and Program Rollout (March 2028 – August 2029)
By Phase IV, the work of Reimagine Rdale will become more visible across the district. Major facility improvements, made possible through a successful bond referendum, will be underway or completed, and new or expanded programs will begin rolling out in schools.
This period will mark a major point of progress as the district completes large-scale facility transitions and launches programmatic changes designed to better serve students and families. These efforts will bring the community’s shared vision to life, creating more vibrant, equitable, and sustainable learning environments across Rdale.
Phase V: Full Implementation (March 2029 – August 2030)
Phase V represents the culmination of the district’s efforts to bring the Reimagine Rdale: Vision 2030 plan to life. By 2030, the district expects to have fully implemented all approved reconfigurations, facility improvements, and programmatic changes made possible through prior planning phases and the successful passage of bond funding.
During this period, the Statutory Operating Debt (SOD) plan will reach completion, and the district will evaluate outcomes to ensure that the goals of Vision 2030, creating stronger schools, more effective programs, and a sustainable future, have been achieved. This phase marks the realization of the community’s shared vision for Rdale.
